Job Description:

1. Background:

The International Rescue Committee responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, IRC offers life-saving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in more than 40 countries and in 22 U.S. cities, IRC restores safety, dignity and hope to millions who are uprooted by conflict or disaster. IRC leads the way from harm to home. The IRC has been working in Pakistan for over 30 years, and manages and delivers large, complex programs to meet needs in health, education, protection, environmental health and livelihoods for displaced, poor and conflict-affected communities. The IRC is currently working in partnership with non-governmental organizations and in close coordination with district and local government in the Khyber Pakhtunkhwa, Baluchistan and Punjab and Sindh provinces.

Building Disaster Resilience in Pakistan (BDRP) project is being implemented by consortium funded by DFID (UK) in province Punjab, Khyber-Pakhtunkhwa and Sindh. In this consortium Concern Worldwide (lead), ACTED, International Rescue Committee and Welthungerhilfe are partner. The project is being implemented in nine districts of Sindh, Punjab and KP. IRC is implementing BDRP project in 2 districts of Sindh, Ghotki and Dadu. 

Following are the three outputs of the Programme:

Output 1: Target communities have effective disaster risk management structures in place to take up and advocate resilience building measures.

Output 2: Target communities and households are prepared to (a) cope with climate related natural disasters and (b) adopt risk reduction measures, and

Output 3: Target communities & households are introduced to sustainable livelihoods and environmental management practices for resilience building.

The project works with the communities and government departments on building resilience against natural disasters. The trainings will be conducted with relevant sectoral government staff mainly from revenue, agriculture, livestock, irrigation, health, education departments, who remain involved in the preparedness,  post disaster response, damage and need assessment for rehabilitation, recovery and reconstruction at district level.

For enhancing the capacity of health staff working in the public health facilities in district Ghotki and Dadu the IRC intends to hire the services of a consultant to deliver the trainings to BHU health staff on “Health Facility Preparedness”. 

2.    Specific Objectives of Consultancy

The objectives of the consultancy are:

·       Raise awareness, through sensitizing and training of the BHU key management staff about

the potential disasters risk.

·        Assist the healthcare facility, its stakeholders, and institutional resources, to develop and update guidelines for health facility safety.

·       Develop guidelines and checklists to deal with Mass Casualty Management during Multi Incidents (MCIs) because of natural or human induced disasters.

·       Minimize the morbidity and mortality resulting from natural or human induced disaster. 

3.    Key Outcomes expected: 

At the end of the training participants will be able to:

·       Conduct Hazard Identification and Risk Assessment (HIRA) of health facility and identify the specific risks which health facility faces.

·       Identify risks which have potential to impact the functional ability of the facility.

·       Demography of the area dependent on relevant BHU and identify community partners in response and what are roles, responsibilities and resources they may be able to provide during an emergency situation.

·       Guidelines and check list for emergency preparedness and response (mass causality management) and hospital safety.

·       Provide source for technical backstopping to trained squads of Emergency Response Teams in villages, schools and union councils. 

4.    Deliverables:

·   Develop & provide Health Facility Preparedness training package/modules, Guideline for making health facilities safe. The package would include PowerPoint slides, agenda, pre & post-tests evaluation forms of the training in local language to each participant.

·     Conduct the comprehensive 03 days training in District Ghotki and Dadu for Health staff on Health Facility Preparedness and field level exercise/practical simulation is carried out as part of training. There will be two training events per district of three days each.

·     Produce a detailed training report which will include but not limited to; contents, executive summary, methodology, sessions proceedings, pre and post training evaluation, monitoring and evaluation tools.

5.    Timeframe & Location:

The trainings will be conducted in District Ghotki and Dadu, Sindh. The Consultant will complete the work over a period of one month starting from July 20, 2020 to August 31, 2020 with the following break up:

·     Project document review and finalization of training manual and PowerPoint slides for delivery of training (3 Working Days)

· Demo presentation and discussion on training contents and finalization of sessions (1 Working Day)

·   Conduct two events of three days training   in each district Ghotki and Dadu for 15 participants in each group. 1-day training contents consists of 4 hours  (12 Working Days 6 days for each district)

·  Report writing and submission including review (3 Working Days)

6.    Essential and Desirable Experience/Qualifications:

The prospective consultant is expected to demonstrate an appropriate balance of management and technical skills, knowledge of the region, and experience in DRR & health facility preparedness trainings. Individual consultant should possess good communication, language, and strong interpersonal skills. Qualifications of key representatives should include:

i.    Master’s degree or above with specialization in Public Health, DRR or related fields

ii. At least 5-7 years of relevant experience in conducting trainings.

7.          Application requirements:

 

The interested consultant can apply on two delivery models:

a. Complete Delivery: The consultant will be responsible for the complete training including taking nominations from department and ensure participation of the nominees, arrange venues and other logistics for training, pay daily allowances to participants. In this model please include all costs in your proposal.

b. Partial Delivery: The consultant will be responsible to design and deliver the training only. The responsibility for training participation, logistics and payment of daily allowances will be responsibility of IRC.

Shortlisted consultants will be contacted for submission of technical and financial proposals on any of the above delivery model containing following documents:

  • Consultant’s suitability for the assignment, relevant experience, and current contact information
  • A short description of methodology to undertake assignment
  • Financial proposal including consultancy fee, logistic and transportation cost of the consultant should be submitted. 
  • Profiles/CVs of key person(s) to be involved for the assignment if any.
  • At least two relevant examples of previous assignment of similar nature carried out preferably in Sindh with international NGOs/UN agency
